If the CGTP says that supports the fight of the health workers, so

PLAN OF FIGHT NOW! STRIKES OF 48-72 HS OF CGTP!
THE GENERAL STRIKE MUST PREPARE ALL OVER PERU!

The combative health workers have been supporting for 6 days the indefinite strike decided by the FENUTSSA (United National Federation of Health and Sanitation Workers of Peru) against the Humala's government privatization plan for the health services, and for the complying of the union's sensitive demands: defense of the unity of the health workers, wage rise and no to the government's reform plan. On the other side, the government of Humala and his officials of the MINSA (Peruvian Ministry of Health) go on trying to lulling us in their negotiation boards by means of fake promises and hollow phrases, while it sends the police thugs against the workers to repress us brutally.
The sinister plan designed by the government of Humala cannot be imposed unless it accomplishes first the division among the ranks of the health workers and gets to suppress savagely our mobilizations. In order to impose this division, the MINSA has taken the aid health workers out of the law of civil service and into the "health reform law", while the administrative health workers continue to be considered as "civil servants". Therefore, it has first separated the physicians and other professionals, putting them into the health reform law with the promise of rising their wage by an average of 1500 soles, depending upon the wage scale; then it lured a great number of aid workers with the offer of giving them a wage rise differentiated by the level of qualification, as it did with the teachers. With this division, the government seeks to break the struggle that all the health workers are carrying along. We ought not let it do that! We the health workers are of one only type: we are all health workers, all of us -both medical aid and administrative workers- must be got out of the civil service and be considered alike as health workers. HEALTH WORKERS RANKS MUST NOT BE DIVIDED!

Therefore the leadership of the FENUTSSA  is asking the government to pass the entire bulk of health workers -both medical aid and administrative- to the "health reform" frame that is still being elaborated, in order to prevent the workers from being divided in order to go on struggling together against the privatizations that both the government and the transnationals intend to impose in Peru. However, the commissions that the government has formed to discuss the health reform are a true trap. What they really conceal and prepare are massive layoffs of health workers. The government of Humala seeks in a covert way to set the bases for launching partial privatizations, sector by sector, of the health services. This way what they will start privatizing is the health sectors that give juicy profits as coronary aid, dialysis, etc.,  leaving under state control the more modest sectors. In such a way they want to impose a two tier system of hospitals, which will make more expensive the health care for all the workers and the poor, who will not be able to afford a quality health care, and that will be aggravating with time.

We can not allow this! For all these governments that are the transnationals' servants there is never money to give a better wage to the workers. We say: There IS a lot of money! The country could be awash in money if it were not for the transnationals and imperialism that take it away with the excuse of the fraudulent external debt of more than 20 billion dollars. Though Peruvian economy is growing at a rate of around 4.5% annually, the money is got mostly offshore, a part stays in the pockets of the parasites that govern the country… and for the toilers only misery remains. Enough is enough! Out with TNCs from Peru and the continent! Down with FTA of imperialism which only meant starvation, layoffs and low wages for workers! Stop with lackey governments: Humala is the continuity of Fujimorism, servant of the FTA and parasites of Wall street!

The bureaucrats of the (Peruvian traditional conservative populist political party, NT) APRA inside the FENUTSSA not only want to impose us our isolation disobeying the will of the rank and file: they also want us to be carried to the trap of the negotiation boards with the MINSA and the rest of the government to "discuss" the reform of the health care.  We workers must rely only in our own forces.The commissions for discussing the laws of the bosses are the terrain of the enemy; there only the enemy succeeds. On the contrary only on the streets we workers will be able to defeat the government and its plans; with an unified fight in the streets we will defend our demands and disarray any attempt of dividing us. On the terrain of the enemy we will be the losers in the battle. In the street combat we will set the bases for the triumph of our struggle. As health workers state: Down with incapable Ministers who are paid by TNCs!
In order to defeat Humala and TNCs’ plan, we need a big fight at national level. The fight in defense of health, for wage increase and against layoffs is a single fight and belongs to all the workers! A single class a single fight against exploiters! Stalinist bureaucracy of CGTP wants to isolate us. In order our fight to win we must call immediately the toiling masses to defend public health and for a wage increase, because prices keep going up and starvation is all around the exploited. “Divide and you will rule!”, Humala says.
Stalinist bureaucracy of CGTP did a symbolic strike on September 26th and they said they support the fight of health workers. Well then, the CGTP set a deadline to the government of Humala and his Ministers and if they do not meet our demands, they must launch NOW a plan fight with an unique list of demands of the entire working class, students and poor peasants of Peru! National strike of 48-72hs of CGTP!, until we get our demands: Let’s conquer all together a wage increase against massive layoffs and to defend public health and education, free and good quality by unifying the forces with all workers! Down with civil servants! Down with the university reform! Wage increase to all workers! Enough layoffs! Jobs for all! Free and good education for our children! In order to conquer all these: we must expropriate TNCs and imperialist Banks, without compensation and under worker´s control. Strike and fight plan, in order to prepare General Strike in Peru.

  1. WE HAVE TO SET UP A COORDINATING BODY OF THE FENUTSSA, IN WHICH ALL THE HOSPITALS OF THE COUNTRY MUST PARTICIPATE, WITH RECALLABLE REPRESENTATIVES. IT IS NECESSARY TO STRENGTHEN OUR STRUGGLE COMMITTEES CALLING FOR THE ORGANIZATION OF RANK AND FILE ASSEMBLIES IN EVERY HOSPITAL IN ORDER TO ELECT RANK AND FILE ROTATIVE REPRESENTATIVES. Let´s calla ll workers, students, miners to meet us in our tends to fight together with the health workers.

FOR A SLIDE SCALE OF WAGES ACCORDING TO THE COST OF LIVING!}

IMMEDIATE INCREASE IN THE HEALTH AND EDUCATION BUDGET THROUGH THE DISOWNING OF THE FRAUDULENT EXTERNAL DEBT! NATIONALIZATION WITHOUT COMPENSATION AND UNDER WORKER CONTROL OF THE ENTIRE MINING INDUSTRY AND THE MNCs! 
  6. The government wants to break the strike by not paying our wages. In order to hold our indefinite strike we must set up a strike collect where all workers and students contribute to lead this strike to the victory.
